it was a setup. jimmy was going down and didn't want henry to potentially have to test against him. they couldn't kill him in NY because of the lufthansa heist and the heat around it. so, true to real life, often when the mafia wanted a guy gone but not in a certain jurisdiction they'd send them to another territory where another family could perform the hit
