It depends. If it is purely to create movies which intentionally exclude white people simply because they want a movie without white people, yes.

Whereas, if it is because the movie is set in a racially homogeneous setting, like an Amazonian tribe, Ming Dynasty China or pre-colonial Africa, no because you wouldn't expect to see white people.

It depends on the context. If the movie was set in an 800s AD Scandinavian mountain village, there would realistically be no non whites and nobody should get offended by that because it isn’t racist to create realistic scenes to purvey a particular setting.

But if the movie is set in 2020s Chicago and every character happens to be white, that would be a little suspicious. Of course it could be purely coincidental but that would have to be an astonishing coincidence. One which basically just wouldn’t happen unless the movie was about a night in the home of a white family and the entire film is set inside the house or something like that. And they didn’t order Uber eats that night!
