The long and short of it is: Why?

Does it make sense in the setting and to the audience? Then there is no issue.

Did you just suddenly decide Cleopatra was black? That's of course going to be seen as racist.

Did you do a "What if Cleopatra was black" movie? No, that sounds pretty cool.

In the end the problem is simply that movies are made to be sold. If you exclude any group of people you are often removing them as an intended audience. That is, often but not always, a bad choice. A lot of represenational issues stem from this. Why were the majority of early super heroes male? Expected audience. White? Expected audience.

If I was producing a movie targeted primarily towards black people and dealing with a setting in which people where black I have zero obligation to include anyone white. I still might, for sales. But not doing so is not racist. Of course same the other way around. The difficulty is this: We know most movies are made to make money. So wide representation is expected, regardless of setting.

It depends on the subject matter. If you're making Shaka Zulu then it's not. If the storyline is about Anne Boleyn it is.

Lol. It's a movie who cares aside from emotionally unstable people. The entire movie is made up of people pretending to be things whether it's a king from 500 years ago or a slave from a few hundred. A pirate to a princess. A barmaid to a prostitute. Movies are by definition fake and massively subject to interpretation so including one skin color or another or not including them does not make a movie racist, woke, sexist or any other absurd phrase dragged up by modern society

I wouldn’t really care at all. I frankly don’t give a crap about a great many things other people do.

But to create a hypothetical scenario, let’s say someone created a movie set in precolonial Africa where there were only black people. Every cast member was black. Everyone should be perfectly fine with that. Now, let’s say someone made a movie about a post modern Great Britain where white people have been bred out of the population. This will probably happen one day, but I can see how a few feathers may be ruffled. Despite those sensitivities there are no white cast members. It would still be appropriate casting for the context. Now, suppose someone made a movie set in modern day Sweden in an average town where most people are white. However, the film makers decided to employ exclusively people of colour and deliberately excluded white people from being employed on the project for the sole purpose of simply not having any white people. Yes that would be racist.
