I'd say "it would have to be", since Fallout 3 sucked to the point that even Brotherhood of Steel... well, it was STILL worse, but not much; but I've heard some awful things about Fallout 4. The only really good game from the reboot line has been New Vegas.
While the story isn't as strong as FO3 and New Vegas, I actually prefer FO4.
You can sprint now.
Guns and armor don't need to be repaired constantly.
Interesting side quests.
More likable companions. Literally the only character I liked in New Vegas is Arcade Gannon. In 4 I like Nick, Hancock, MacCready, and Gage.
We have a voiced protagonist. Sarcastic option is great.
The neat settlement building.
You can own a home in Diamond City.
Gameplay and graphics, yes.
Story? Fuck no
