I saw Watchmen in the movie theater, when the infamous blue penis scene came up, the whole auditorium laughed. Contrary to 99% of nude scenes in movies, this one was specifically filmed to present full frontal nudity. :-)

Unfortunately, too many people are uptight, so you will often see in broadcasts or many streamed versions Dr. Manhattan wearing some black V-shaped underwear to hide his omnipotent blue penis.

But, Manhattan is supposed to be naked and for good reason. He is practically a deity and has transcended being human. He doesn't need clothes and he has no need to hide who he is because, frankly, he doesn't give a shit.

Here's Dr. Manhattan from the 2009 movie "Watchmen" in which they altered him to have underwear. In the original film, he was naked as a jay bird.
