Why does James Bond first say surname, then full name afterwards?

A lot of people do that. My singer did it a number of times. Porter, Bob Porter.
The thing is, they will say something to him and end it with, "Mister?" and he fills in the blank, "Bond". And then tells then his full name, "James Bond."
