Roger. Because Roger just ties the Smith family all together. Family Guy would be just fine without Quagmire. But when you look at American Dad Roger is like the central character that all the others work around. Go back and look at all the stories and it's Stan and Roger, Francine and Roger, Steve and Roger, Haley and Roger, Occasionally Roger gets a story of his own. Or like the bonus story of the jewel encrusted golden poo.
I think you take Roger out and American Dad wouldn't have lasted as long as it did.
Quagmire's just a sexual perv. Roger makes all kinds of wisecracks that are amusing. More variety from him.
Roger is for the girls, gays, and theys. Quagmire is just a rapist
