Isn't Rushing as Dutch a bad strategy in Age of Empires 3?

When I play Dutch, I don't even attack until I have maximum banks economy. A while back, I watched two supposedly pro gamers playing 1vs1, and the Dutch player kept trying to rush to disrupt the British player's economy and he never even got more than 2 banks in the game before the British player got big enough to counter-attack him and kill him.

Is it just me, or is rushing a dumb move as Dutch? You don't even have a full economy until you have 8 banks in the last version of AOE 3, which they were playing the most recent version.

From my experience, Dutch wants to push the map late game with field cannons and polearms (so the opponent can't use cavalry to counter the cannons). The Dutch supposed pro gamer I saw kept trying to rush with cavalry produced by Cards from the XP engine, but the British player, who was going high macro, just shut him down with walls and hussars of his own. Another alternative is to hire a lot of mounted archers and push on tier 3 or tier 4 on Plains maps, but they were playing Carolinas, not the great plains.
