Frollo is absolutely terrifying, honestly the most disturbing to me too 😈
His evil comes from fanaticism, entitlement and repression, all very real-world things. No magic, just pure corruption of power, religion and desire. The “Hellfire” sequence feels like watching a man lose his soul in real time.

Closest runner-up for me is probably Mother Gothel, for her emotional abuse and gaslighting. 💀

Mr. Dark from “Something Wicked This Way Comes”.
It’s legit frightening for young children. At least it was back in the day. I haven’t rewatched it in years, but it is the movie that first inspired my passion for scary flicks.
“Mr. Boogety” is a distant second, but warrants consideration. They buffer a lot of the scarier moments with humor. So he doesn’t seem as bad, but he is truly wicked by nature and it wouldn’t take much tweaking to make that particular short into an appropriately tense feature length Disney jump flick.
