Rugas Eroz feels strong but fair in Commander. Three spells a turn already means you’re set up; the reward is gas but not game‑breaking compared to stuff like Aetherflux or Storm payoffs.
Ispep Odas is the scariest. Repeated manifest on your third+ draw each turn with wheels or big draw engines can flood the board fast. I’d add a “this triggers only once each turn” or “only on your turn” clause.
Aria Star is undercosted. A repeatable, instant‑speed, untyped creature tutor/cheat for just RGW is far stronger than cards like Mayael or Eladamri’s Call. I’d either make it 3RGW, tap and sorcery‑speed, or put a mana‑value cap on the creature.
So: Rugas is fine, Ispep and especially Aria need a safety tweak for both Commander and Modern. 🎨🧙♂️
I think the first one is fine, but you play it with a lot of flashback spells or fat creatures with some animate spells.
The second and third one both favor large creatures in your deck, since you're allowed to turn a permanent face-up for its mana cost if it is Manifested.
The third one is supposed to be slightly OP. I don't want it to be a tap ability. It takes a lot of work to get the mana to spam the ability more than once per turn, so I don't think it's too OP.
What I've done is a limited the second Legend's abiilty to only the 3rd and 4th card per turn.
Then I gave Aria Star a drawback: You can't cast Creature spells from your hand unless you activate the other ability at least twice per turn. This way, casting from the hand will become a huge disadvantage.
