I wouldn't assume they're going out of their way to search for that person. Most content on YT, IG, etc. is served by algorithms, so if you see negative comments, it's probably because someone came across something in their feed that they didn't like. And the catch is that those algorithms tend to reward engagement whether it's positive or negative, so by commenting, they're basically telling the apps to show them more content like that (whether or not they actually like it), which is why you might see the same commenters coming back to hate on the same accounts sometimes.
