Why do men stare at a girls crotch?

Personally, I've had a few experiences. Once I was wearing a dress and the men sitting infront of me were looking right at it, they would try to look away but it was as if it was impossible for them not to look... Then today my friend tells me she went through something similar.. why is this guys? Why men tend to do this?

good question! i've experienced the same thing too and i would like to know why...(and put in mind that i don't wear anything revealing or whatsoever... but still they look :/ :/ )
