If your family is not the 'Nudist' or 'Naturist' type then that is not normal. Try talking to her about that. Like, during some free time such as watching TV, reading, relaxing, etc.
Tell your parents about it. Maybe even hide a camera and record for evidence in case they don't believe you. OR you can say "Would you feel comfortable if I walked around naked around the house?". If she says "Yes", do it and see if that changes her behavior.
