Very inappropriate. I would think he's "grooming" her for something. With offenders, there's always some sort of litmus test to see how the victim reacts. It lets the creep know if the victim is going to be too much trouble, but can be played off as joking or something innocent. Once the victim has shown that they'll tolerate it, it escalates.
