If a baby needs their diaper changed, they need it changed. If there is no changing station, the baby should not suffer because adults are squeamish about the smell or sight.
It's just a baby. They poop, and pee, and puke, and burp, and fart, and have boogers in their nose. That's what they do. They are pure and innocent. They are entirely dependent on adults to keep them clean and keep them safe. How the heck can anyone find something wrong with that?

I always change the diaper in the car when I really need to change baby’s diaper. If there truly wasn’t another possibility, I would definitely do it in public. I don’t want my baby to have a diaper rash just because other people think it’s “wrong” to see baby genitalia. Those people should just look another way and mind their own business.
I’d probably take the baby back to my car and change them there instead. Too many weirdos in public places and I wouldn’t want to expose my baby to them.
