in my opinion so long as you guys aren't like mortal family astranged enemies I'd just make light of it all. Who knows maybe she flat out forgot it was your b day that week or whatever. ya never know what is going on with peoples minds with how busy and chaotic the whole pandemic has been.
I had a friend forget her own like first marriage anniversary cause how crazy the last like 2 years have been.(My close friend was joking while we were buzzed about it, he was laughing the whole time as apparently she spent the whole night apologizing for forgetting it. And his response was quote "I was just glad that day I spent it entirely with you.")

Just do something spontaneously then XD. Pick some day soon you now she doesn't have anything going on and just take her out XD. And tell her I celebrate your b day with all my energy and I'd like my b day wish this year is for you to celebrate it with me. And if you are going on a trip to try and avoid it NICE TRY I'll just celebrate it early and still with you. And just tell her no matter what ups or downs come here on out you will always be her sister and all you would like is for her to stay in your life <3

sometimes people have to book a vacation a year in advance. Here vacation is more inportant to her than your birthday is to her. Try being in her shoes.

+1 yWhat’s so annoying about her booking a vacation on your birthday? Maybe she got a good deal. I can’t really say as it wouldn’t annoy me I’d like the peace and quiet. I wouldn’t be upset about it. In fact I remember two of my birthdays where not just her but most of the family went on vacation and oh boy I wanted to make that a permanent thing because it was one of the few times I got peace and quiet.
