They are husband and wife, or at least unmarried partners who had a child. There is no blood connection between them shown on the tree. If there is a blood connection it is in the distant past.

The thin line connecting "Grandmum" and "Grandfa" is thinner than the other connections for couples. This indicates "ex-partners" which probably means they got divorced. The heavy solid lines indicate that they are still together (or stayed together until they died). So Roxxie and Ross are still together.

Westlyn apparently made the tree. She seems to have made it with incomplete information. If I were to guess, I'd guess that she made the tree and wanted to tie a bunch of people in without knowing their actual relationship. So she just made all those connections to get them in the database. It's probably just placeholders.

Notice all the duplicate names. Not far to the left of Westlyn is "Clara" and "Duplicate Clara". Further to the left are a bunch more duplicates.

When I look around that tree it's a huge mess. That's an extremely unreliable tree. Likely just a few things are known facts, and the rest is a bunch of speculation or possibly imported from someone else's database that was just as unreliable. That's what happens when you don't triple check every entry with solid documentation.
