The idea of resuming intelligence very much depends upon the age of the one being measured, as strictly speaking we do get wiser as we get older and more experienced and therefore more capable via experience in making good judgements.

Intelligence is simply the question of how effectively we are able to operate with what we have at any given time in any given area relative to others with similar experience.

Which is why the time factor is so important.

Without knowing why the child drew the line and her exact age we can't judge her intelligence.
