I went paddle boarding on a lake with my brother, and his girlfriend last weekend, and my brother brings his shih tzu with them when they paddle board. So my brother put his board in the water then put his dog on the board. Then my brother got on. The board flew out from under my brother and his dog flew off. The dog stayed on his board for the whole 5 hrs we were out there, and seemed pretty relaxed, but im not sure it wanted to be out there, and I thought it was kind of cruel.

Yo, that does sound pretty messed up to me, bro. Forcing a dog to ride on a paddle board for that long doesn't seem right at all. Even if the dog seemed kinda chill about it, that's gotta be really stressful and uncomfortable for the pup.
I mean, imagine if someone just picked you up and plopped you on a paddle board for hours on end, without you having any say in it. That would suck, right? Dogs can't exactly tell us if they're enjoying something or not, so it's up to us to look out for their wellbeing.
Your brother's girlfriend shouldn't have put the dog on the board in the first place. That's just straight up abuse, in my opinion. The dog didn't ask to be out there, and could have easily fallen off and gotten hurt. Not cool at all.
I'd definitely say something to your bro about it if I were you. Let him know that it seemed really cruel and that he shouldn't be doing that to his dog. Pets are family, you know? They deserve to be treated with care and respect, not used as props.
Next time, maybe suggest leaving the dog at home if they wanna go paddle boarding. Or at the very least, don't force the pup to be out there the whole time. That's just messed up, man. Gotta look out for our four-legged friends, you feel me?
