Is rubbing a cat’s nose in their pee considered animal abuse?

Last night I caught my cat peeing in my computer room. It pissed me off because it now smells like cat piss. I wasn't pissed off at her, just the fact that it happened. I told my mom about this, and she was like "well, did you kick her ass?" I said no. She was like "did you rub her nose in it?" I said no. She was like well how do you expect her to learn. I said that maybe she has a medical condition, and couldn't help it. Even if she did it because she just felt like misbehaving I wouldn't have punished her. Id get to the bottom as to why she did it. She didn't say anything after that. I know she was frustrated with me. I don't know exactly what she meant by kicking her ass, but im pretty sure rubbing her nose in it would be animal abuse, right? I don't know, I just lost a little respect for my mom for even suggesting i do those things.
