What does it mean when I am visiting my friend and her brother is offering me car wash, he wants to drive my car etc?

So my friend started telling me things about her brother, ( he is muscular or looks hot while driving). I saw him ( that time), once. She invited me to their place and he started making invitations - to amusement park etc. But we didn't get along. Later he would do few things for example that car wash etc. I was confused about that, so I asked that friend what's going on. She said he is just being friendly.

What's more to that. One time we were driving to a cinema and I drove to their house and we were supposed to go together. He was outside but I stayed in my car until that friend came and later I refused to sit next to him in a car. He would also look at me in a very specific way, he woul make that long eye contact. He is not doing that anymore. One time we were together by the beach and he was laying next to me, almost on my towel. He pulled my bra strap.
