Women's hair can smell quite fragrant if I do say so myself! Either he's into you or he really wants to become a hair stylist. Guys don't just say that sort of thing unless they're shooting from the hip. If he likes you, hugging you is probably really awesome for him. And believe me, when a guy is hugging a cute girl it's not uncommon for him to lose all judgment and just say the first thing that comes to mind.
