What is he thinking when he stares at my legs?

So there is this guy I secretly like, we work together. So I started noticing that he stares at my legs quite a bit (especially upper thighs and crotch). When I look at him, he immediately stops looking (he's shy). I think he thinks that I don't notice his staring. Sometimes I have tight spandex/jeans on and sometimes I wear loose pants and he still stares. My immediate reaction was ooh he likes my legs but then I start feeling uncomfortable and start thinking that I sat on something or somethings wrong with my legs (because he is always staring). He stares if I'm standing, sitting, my legs are crossed or not. What is he thinking? I'm not used to this because most guys stare at my face, butt, boobs but not legs! Plus when were talking he fidgets with his hands a lot and is always smiling.

We are both sort of nerds. When we first met we sort of friend-zoned each other right away, so most of our other co-workers think we are just best-friends. He's mentioned several times to me how he wants to get married soon (om general, not specifically to me), and I've told him that he needs to wait until he finishes college and gets a good job. Also both of us have never dated and we're both virgins. We are both 20 years old.

He is thinking the same thing that guys that stare at your butt are thinking. He is just a leg man instead of a butt man. His saying that he wants to get married might have been his way of telling you he is interested in a relationship and not just sex, only for you to shoot him down by saying he shouldn't date anyone. It likely made him think you are not interested in him.

If you like him then you need to act, before he decides to settle for a girl that mistreats him rather than staying alone for what he assumes will be forever. Then after she hurts him he could end up like all of the other shy men that have become angry and bitter with women that you see online all the time. Shy guys really do get targeted by those kinds of women, because they are easier to scam than confident men.

I don't know exactly what is he thinking when he looks at them, but I know what I think when I look a pair of cute legs. I doubt he's thinking there's anything wrong with your legs, he's most likely thinking about how beautiful and sexy they are, and maybe even fantasizing about touching them. There was a girl I was close with, and she had a reslly cute pair of legs, I could see them a lot since she uses shorts, a lot of times I couldn't stop staring at them and thinking about how much I wanted to kiss and caress them.
