Why does he keep staring at my legs?

One of my brother's friends always stares at my legs when I wear short shorts, why? And isn't awkward for him being my brothers friend and all, he does do it at school though and I don't know if they even keep up with each other anymore. But yeah why does he always do that and what is he thinking when he does that?

To be honest with you, pretty much ALL guys tend to gawk at girls sometimes. Some are just more subtle than others. I can definitely see how it could seem creepy for a guy to just stare at you. I certainly think it's kind of overkill to stare and stare at a girl, but most guys just sort of glance quickly. If you have a problem with it, tell him it makes you feel uncomfortable and ask him to stop. But, in reality, I'm sure he's not the only one who does that, others are probably just more subtle. Just try not to make a big deal about it because I guarantee it happens to a lot of girls.

I know. I just read a study though stating that guys that actually STARE and not glance and that stare longer are more sexually compulsive and risky, sexually wise.

In his mind you have sexy legs. Or he thinks you're sexy as a whole and your legs are the most innocent part he can look at. Or he's just staring blankly/ avoiding eye contact and it just feels like he's looking at your legs.
