It would be provocative yes. If you went to a club or a bar, I wouldn't be surprised if a few guys hit on you specifically for sex, but then again, guys will do that anyway regardless of what you wear.

I wouldn't think you are "skimpy" though, especially in the summer when it is hot. If you are walking on the board walk in that or along the beach, I wouldn't think so much of it (except for the fact that you'd be attractive and I'd probably check you out).

I personally don't mind what you are wearing but there's a lot of people out there (men AND women) who'd judge you for it.

If it's people's opinions that you are worried about, I'm afraid there will be a lot of people that'd judge and eye you for wearing that.

Well probably cause everyone has opinions on what they deem as skimpy. Some people might not care what you're wearing, some may find it cute and appealing while others will see it as too revealing, over sexual, and sending signals for attention to the wrong type of people. Either way, if your're going to wear it then you might as well accept whatever negative opinions you may or may not get.

Shorts are a little bit too short but I'm guessing it's hot where you live so I'll let that slide. But the top does seem very skimpy. Do you have a tanktop that covers your belly button?

Wear some jeans, or change the top. Find balance.

Any time I wear something skimpy/skin tight/revealing on one half of my body, I compensate by covering the other half more diligently.

It makes the outfit look more balanced, tasteful, and you don't have to sacrifice sex appeal.

I mean it's pretty shit to be telling you what to wear cause I feel you can wear whatever you want but some men (and women) can't control themselves and they will try to get with you or they'll break you down. I think it depends on the setting. If you were wearing that on the beach, then people probably wouldn't think that you were being skimpy. Otherwise, they very well might. Though for the record, it looks great on you.
