  They aren’t actually skin damage. At least not all freckles are. They’re genetic and considered small birthmarks. I have them all year long but they just look more prominent in the summer because I’m tanner then.

  Freckles are developed due to an imbalance of melanin, and that imbalance is show when a person is exposed to the sun long enough to tan, and instead of disappearing like a normal tan, spots or freckles are left behind because of the imbalanced melanin. So I guess its half genetic and half sun damage
