It's the tan lines. Some wear undies and no top, some wear a bikini. It's just whatever they feel comfy doing.
The few times I've laid in a tanning bed I did it nude.

Prob just a preference thing... some people like the ideal of bo tan lines, others love to get a deep tan and be able to show off the contrast.
