This is all going to be personal preference, but I like darker colors in the first category. Something like neon orange/bright yellow would pop out perhaps a bit too much, but I think a darker color like a dark blue or purple often looks great— like a royal blue. If someone has blue eyes, a dress or style that matches the eye color also can look good. The darker colors also give a sense of classiness in my opinion, but they aren’t as one-noted as something like the color black. (Granted, I also have self bias since I just like the color blue lol)

I would prefer a darker pure tone over a lighter tint. (It’s tough to imagine it since I don’t have an example dress, but...) The lighter tints remind me sort of like a faded color— like something that has been washed too many times or bleached. It’s not as striking as a pure tone.
