Id say it depends on the tattoo design, the level of detail and the person. My tattoos are on my shoulder as I that's where i think they are best placed.

On A guy, chest and arm tattoos are nice. On a girl, I like it on the side of the hip/thigh.

Some girls can pull it off depending on their body type and overall style, but I'm usually not a fan of ink. If you do it start out with something small and subtle, in an area you can easily cover with normal clothing for situations you might want to keep it concealed.
