On the contrary, i find dark hair suits paled skined girls. I actually have some friends with dark hair and pale skin and trust me they are absolutely beautiful!

Not usually, no. On women it can potentially look nice, but on men it is disgusting.

Personally I like the look, but I think it's better to just be comfortable with however you look.
