A turquoise blue since it is- essentially- the opposite of tanned skin on fair-to-medium toned women.
It's not too bad on dark-skinned women either, except it may give the illusion of a more orangey color.
"Simultaneous contrast" will make the wearer of turquoise appear more suntanned and richer-toned.
