I think you are talking about "Surma (Urdu, Turkish, Persian) and Kajal for Hindi, I don't think anybody use it in adulthood it was applied to new born eyes and its use continue up to 12 years to give proper shape and texture to eyes with thick lashes.
It have its own health benefits and used in Africa, Middle-East and South-Asia and its one of the reason we don't have squeaky eyes like Sino-Asian people (Japa, Chinese and Koreans). It also responsible for giving proper shape and adherence to eyes common in Middle-Eastern and North-West subcontinent population.

Like if a guy is goth, emo, punk or into some genres of metal, it looks cool and hot. If some arab dude wears it (with his traditional headscarf and all) it looks masculine and hot. If it's some dude in a historical film about I don't know ancien egypt or something, yea.
But if it's some random dude, he'd probably look really gay.
No, I don't care for that. I think it's too feminine. I think eyeliner is best left to women and guys who aren't straight. The guy in the top picture looks masculine with his, but I still think it gives off the wrong impression for a man to be wearing makeup.

Wait wait wait. Hold up! You just blew my mind. I have never in my life heard the word "Kohl" before, other than the name of a former Senator from Wisconsin. But looking at these pictures, it really makes me wonder:. Do a lot of Muslim men use this product? 100% honest question.
Because when I was a kid I used to think that Muslim dudes were all evil, and part of that was due to 9/11 but part of it was due to the way their eyes looked. And THIS explains it!!

To me, it just looks like normal eyeliner, which I associate with women; however, putting anything dark around the eyes will make them "pop"/seem more vibrant, because the whites become more noticeable. Personally, I rub my eyes too frequently to even consider using it.

Our Arab ancestors used to put it everyday men and women, as the natural Kohl is a considered a natural way to sanitize and clean eyes from sands of desert dunes, however now after civilization and most of arabs are living in civilized cities it's considered as a cosmetic tool for women only as the eye liner and Mascara and not is forbidden by the most of the Arab society for men, it could be considered of a bi-male

i would not go out with a guy that wears makeup!!It's a cool look if you're a musician, hair dresser magician or maybe some sort of pick up artist instructor, but for the real world, it's a no-go.
If it makes their eyes stand out and makes them feel more confident I don't see the harm in it. Case by case basis like with most things.

On a musician, I'd think it was normal but on a regular guy I would just assume it was leftover eyeliner from the previous night out in drag.
