What would you consider to be "modest" for a girl to wear outside?

I'd say anything this revealing or less would be considered "modest": And no, I'm not telling women what they can and can't wear, I'm just saying don't expect the same reaction or for people to interact with you in the same way for any wardrobe choice.

Modest is modest. Everything else is not modest. Knee long something, not less than a t-shirt as top-part, underwear all on of course. But there is a problem I see, the problem is some body types won't look modestly clothed in a t-shirt for example. And here I don't know... On one hand it can't be called modest in some cases on the other hand It would be wrong to say then that it'd be better if these women should have something less revealing than a t-shirt. I just don't know. The thing is in earlier times it was natural to try to be modest for girls, hence this problem didn't occur. Now it is not and the word modest might have lost it's meaning if applied to nowadays due to missing measuring standards or one should say - well - modest is exactly what was modest when the word HAD it's meaning. I say, I stick to the latter. Anyone IS resposible for their body as well as for their behaviour, their mind, the results of their actions. (And since It could be attacked since completely wrong understood, I have to precisionize that I mean by that, in some of the possible best cases anyone IS.)

I don't care about "modest" what I care about is "appropriate".
I would deem this outfit "appropriate", while the person is at the pool/beach, somewhere else outdoors in hot weather or while sunbathing on their own property.
However, if they were dressed like this while running errands in the town, taking public transport or entering any sort of establishment, I would deem their brain cavity hopelessly devoid of common sense and good taste.

What I personally deem "appropriate" for most if not all occasions in public is fully clothed, preferably in pants and with minimal cleavage.
I don't see the need for anyone to not be fully clothed, unless it's exceptionally hot outside, or you are at a venue where everyone else isn't fully clothed also.

A bikini isn't what I'd consider modest.

At the least, a racerback or halter top tank that covers the midriff (an inch or two if it rides up is fine, but not a crop top) and shorts that reach to midthigh would be my bare minimum for "modest".

Keep in mind I live mid-way North up in Canada, so our temperatures generally favour more covering than not.

Anything that looks more like underwear than streetwear isn't modest to me. Not bad, certainly, just more revealing than "modest".

I consider something not modest if it looks sexy. To me, this ^ doesn't look sexy, like this one does. But it's odd her shorts are not zipped up. That does make it immodest, actually.

you know the other day I was watching a prank video on youtube where a guy gets his pants stolen and he is asking strangers for a phone call and help. In that video he approached this girl who was wearing shorts like you could see her asscheeks from it.

She sees this prank guy in underwear approaching her and yells and says eww and threatens to call police even after he explains it was a prank and even though his underwear was far bigger than her "shorts"

My point is it is your choice what you wear but dress enough to cover appropriate areas.
You can wear anything , go naked if you like no one will object but don't expect people to call you modest dressing like a hooker. You are not modest.

Modest means clothing that covers the body enough to leave something to the imagination. The picture in your question is not modest, especially the top. Modest clothing is clothing that covers your form. Even pants and shirts can be considered not modest if they are tight enough to reveal the true shape of your body.

Personally, body and legs covered in a way that it doesn't show their shape and the fabric doesn't show skin. It is fine to wear pretty clothes and accessories, but nothing too flashy, eye-catching or distracting, because the point in being modest is that you don't want to draw too much attention to yourself.

If I can get more than a 50% idea of what you look like naked, that would not be modest, that would be the opposite, revealing, and that is not my preference.

I don't think she looks immodest at all. Judging from the furniture in the back, she looks like she's hanging out at a pool at a hotel. She always has a nice body. Maybe larger women would wear something a bit more congestive near the pool.
