yes your diet can change much, but goodness, nobody expects you to make life altering changes. Thats stress!. Tcm coconut oil consumed,,, turmeric are really good anti inflamatories. Your skin is also a direct result how your intestines work. Fish oil amega 3. Those essensial oils mentioned are directly absorbed through skin. You do not need to see a doctor or dermatologist. Good lord. Balancing hormones may be a big part, but start with the basics. Im cringing at advice that was given to you. They didn't care to take the time as I have.
Ps. In no way am I going to promote hitting the tanning beds. But in winter my skin breaks out. Occasionally healthy tanning will work miracles against acne. Just once can carry you for a month. Surgical tools are disinfected by that type of lighting. Bacteria is killed. Heck, disease is killed. Bla bla bla the uva uvb spectrum. I dont know if you're in sunny California or Florida, but breakouts are always less in summer. With sunshine.

Well my doctor said it was hormonal acne
If you're up for it, you could get on the pill and see if it helps. I know it's helped a lot of women who are experiencing hormonal acne. But you might experience some unwanted side-effects from it, so I wouldn't reach for the pill to fix your acne unless you have other reasons to get on it (can help with cramps as well, and of course protects you against pregnancy). A good skincare routine would at the very least help minimize the amount of acne you have, but since it's hormonal it's likely that it won't go away entirely. You can also experiment with your diet, like cutting out sugars and dairy for instance.
Oh and make sure you drink enough water. Water is obviously not some magical thing that will cure your acne (some people act as if it is), but if you're always a little dehydrated or if you're substituting your water intake with sodas/coffee etc, your skin cells won't be able to work properly and that will affect your skin's level of health in general. If you need it to be flavored, then I would suggest drinking tea. Coffee is dehydrating and most sodas contain way too much sugar, which in turn will do more harm than good to your skin.
