No, don't do it.
You're not bad looking.
Cut your hair; something not too long and not a buzz cut.
Go to a department store or pharmacy or something and ask a woman (older, not younger, someone who's more knowledgeable) about skin care products. Something for cleansing, and something for moisturizing.
Trim the beard. Not shaved off, but shaped and tighter.
Your eyes are nice and you have some good qualities.
Go shopping and buy a kick ass new outfit; something that makes you feel good, head to toe.

Bro you look fine. Many men in their early 20s have no success with women so don’g think it’s cause you’re ugly. Get some confidence and age a bit and you’ll have no trouble. Trust me on this, I have dealt with these thoughts as well in the past and now I’m in worse shape than then but women are more attracted. I ditched my insecurity for confidence and they love it

I don't think plastic surgery is ever a good idea on men. I arguably look worse than you (at least you're white and probably tall) and even I wouldn't get cosmetic surgery.
