I would say if going out and visiting someone, then sweater as you get the wow factor of taking it off.

both look great, with sweater it’s hood up I think.

Without does look really good, but I think you make it even better when you remove the sweater, more of a statement.

I would do it on the ankle cuz as you get older your skin starts sagging but it doesn’t usually on your ankle so you can still see the tattoo clearly well into older adulthood.

Either way works but start with the sweater and then once you're indoors or depending on whatever activity you're doing, you can ditch the sweater when you want to.

Depends on the occasion. If you're doing something casual with friends, then I say no sweater. If it's something even slightly more formal, then with the sweater.
