No, people should not encourage men to act a certain way or expect them to be feminine. I think people should just let people live their lives and mind their own business. In reality it is definitely weird for a guy to wear makeup, especially the type that is made to make someone look like a woman. However, even if a guy does wear makeup or dresses very feminine, so what? Instead of the modern trend of bashing the majority of men for being masculine to promote feminine behavior, it would be better for everyone if people stopped judging others and let them do their own thing. If a guy is very masculine, so what? There is nothing wrong with most guys having a masculine personality or appearance. If a guy looks or acts very feminine, so what? Guys looking or dressing like women might be unusual, but it isn't morally wrong and they have a right to live how they want. It would be way more beneficial to everyone if people didn't try to dictate how others look or behave (in terms of their personality traits). Just keep your judgmental opinions to yourselves and let people live their lives in peace. I'm a more masculine man that would never ever wear makeup or clothes designed for women, however I wouldn't say anything rude to another guy if they did. How someone else chooses to dress is not up to me and it is not my place to say anything about what they do. People have the right to make their own choices.

I, personally, am not a fan of men wearing makeup in general. Heck, even I don’t wear makeup unless I’m going out with my family. It’s not worth the hassle - prepping your face, and then taking it off before going to bed. Besides, I break out whenever I use makeup. I wouldn’t date a guy who wears makeup, and I wouldn’t really encourage anyone to do anything.. it’s their personal choice. I’m not going to stop anyone from doing whatever they like either

A guy recently posted on GAG about how he cares for his cuticles and polishes his nails. I said all I do is trim my nails and keep them clean. I said I don't need to have delicate-looking fingers. He said that women in their 20s and 30s prefer feminine men.
I doubt if that is true outside of certain sub-cultures.
I know that the new "lib" culture is really pushing alt-sexual on younger generations, beginning in kindergarten. They think masculinity is toxic and want to eliminate it. The fashion industry is marketing dresses and feminine apparel to men. The makeup industry would love to expand its market to men.
But only the gayest of gay, pussy ass, transvestite and transexual men want to be girly. And I doubt if many heterosexual women are interested in delicate men.

Number one it horrendous looking
Number two I think they are significantly less likely to get a female partner (maybe even a male partner) and it just looks absolutely creepy

Number four if I had a son and some adult told my son to wear makeup I'd scream at them until their ears bleed and never let them into my home again (if my son decides to become a cross dresser or a trans woman he's gonna do it because he wants to and not because some creepy guy in drag implanted the idea in his head)

And indeed, for some reason, many men today have become feminine, to be honest, many people used to teach their children to be masculine when they were little, maybe like teaching martial art or something.
To be honest, nowadays I see that there are less and less men who like or participate in learning martial art, in the past, martial art was like a mandatory thing for men.Being a guy is hard enough, wearing makeup will make things even more difficult. He'll have a huge target on his back and if he's straight, the majority of women wouldn't give him a chance. If I ever have a son, I will not be encouraging him to wear makeup/women's clothing.
