Welp I cannot really give any more useful advice than what the internet would have told you which you've already looked up. My self granted I am not healthy as in drinks water and eats fruit nor sleeps but I never have bags but always have thy dark skin coming from the inner of my eye. Been that way for years now at some point well for me it was right away but one stop caring though that could just be me.
If things that should work aren't then this becomes on for the biological mystery's of the world. However I would think more on vitamin deficiencies stuff like iron and etc. Because these are things often not tracked by one's self and often are Widley not enough. It's like I do eat apple and banana along with burger, and some cereal and whatever else in a day but while that for sure does a lot in the way of living and taking in calories certain stuff will go amiss.
Unless your telling me, you have a set out diet for everything you will eat in one day tracking all nutrients.. which... I doubt most people are so there lays an answer.

Well it seems genetic to me if you are sleeping 7 to 9 hours. Are you eating healthy and excercising? Cause if you aren't that would make a big difference. Try to drink 3 to 4 litres of water, eat healthy, sleep well and excercise. These are the main activities that would keep you healthy and slow down the ageing process. If you are doing all this, apply aloevera gel overnight, this would do wonders. Aloevera gel really slows down the ageing process and makes your skin glow. Get a natural aloevera gel in the market, and Don't use any night creams or any other chemicals. I am sure this will help you:)
I know you said you don't like eye creams, but a few actually work for dark circles. You have to give it time.
One cause of dark pigment around the eyes, that seems to be either unknown or overlooked, is sugar. If you consume a lot of sugary foods and drinks, you will get those dark circles. The good news is that stopping can help them disappear.

I have a similar thing and even starting from childhood and in my teens.
Do you have any allergies? I think my number one contribution is my allergies. I find I have less puffy eyes in the morning if I take care of my allergies. I've found that alleviating my allergies with medication and air filters helped a whole lot. If my sinuses are blocked up and I'm sneezing a lot, it aggravates it a lot.I'm sure you've probably seen these but if not maybe they can help some?
I had/ have dark circles too although in highschool I was very goth so it worked in my favor lol
I was also going to bed at ungodly hours, excessive screen time, smoking and drugs soooooo I hit many risk factors
