I’m not sure who says “skimpy” any more. It’s only impolite if at a family function. etc where a type of outfit was expected. I would not go to my grandparents wearing a skimpy outfit… they’d have a fit.

  I would either go to my grandparents (or anywhere else) with a bare midriff and a bare back or wouldn't go anywhere at all

It depends on when and where.

For example, if you are show up at a conservative church showing massive side boob, it might not go off very well.
I think you'd have to show up at a church in San Francisco to get away with that... lol

I guess it would depend on the situation. If you wear skimpy clothing at a church or a dressy restaurant that might be considered rude or impolite.
