That dress will get you a lot of attention, some that don't want. It is appropriate for an awards ceremony and dinner. When your date is old old enough to drive, it is appropriate for dinner at a fancy restraint and/or dance. Also, Going to an opera, or formal party and banquet.
At your age, you probably don't and shouldn't date guys 17 or 18, the minimum age to drive in most states except for the very restricted learners permits. Therefore, realistically, you are limited to places you parents will take you or at least do the driving.
Sorry if you're not going to like my answer, but at 13 if you were my kid? the only place you'd be wearing that is around the house.
In an ideal world where there were no scumbag perverts about however? You'd be able to wear it anywhere you liked!
Maybe wear it casually with leggings, sneakers and a jacket so it cuts down the sexiness so to speak.

😨😰😱Holy moly! To be honest, not even adult women should wear stuff like that. It will always send the wrong message, not matter many centuries passed or passes. It says for instance... "Have sex before marriage" which is against God. You young lady are way too young to do either.
You can wear it wherever you want, whenever you want as long as your parents let you out in it, right? Isn't that the point of trying to get out of the house in it...

Hmm. It seem to be appropriate for a formal type of affair, but it seems rather too short to me. If I was your father, I would feel VERY uncomfortable. Teen guys can be PIGS!

If you were my daughter, I would say go put a dress on top of your slip you are wearing. Need to start dressing a little bit more conservative not like a little slut. You are a child still just starting your teens. Do you want to end up pregnant?
