You probably want to try getting rid of acne first. If you want smooth skin that's kinda the only way
If you have just a bit to a medium level of acne, i'd say try to just thoroughly wash your face (thoroughly) twice a day, get a moisturizer that's not too heavy and non comodogenic (or just get once that says for oily skin, cause if you got acne that's what you got). Also exfoliate once a week, or twice if your skin is super oily (super important by the way). Also avoid using too many hair products (since they can transfer to your face and cause acne) and avoid touching your face as much as you can.
If your acne is worse than moderate, go to a dermatologist. For acne scars though, got no idea how to hide them besides that makeup can make them look less bad (use heavier foundation or put higher coverage concealer before your foundation on the scars). I guess though that over time they should fade out though.
For your skin being colorless and sollow, it's a bit harder. You need to have certain lifestyle habits to get that glow and nice color. Like you need to get enough sleep for one (that also obviously will help your eyebags), you need to take multivitamins/eat a lot more veggies & fruits (if you're lacking in vitamins it alters you skin color), you need to drink more water & you need to work out a bit. If you don't do that your skin will look dull
For eyebags, aside from sleep, you can hide them with makeup. Just use concealer under your eyes. If they're slight, just a little bit works. If they're really pronounced, you need high coverage concealer and baking powder

It sounds like you need an exfoliant and something to treat scars and existing acne. The Ordinary has some very affordable options. I really like the mandelic acid serum for acne scars. It really does a good job at clearing them. Niacinamide and salicylic acid are good for active breakouts. And the glycolic acid toner is a good exfoliant but they do also have a few different options for exfoliants as well.
