It's not that men (referring specifically to heterosexuals) can't wear heels. It's just that it is odd, peculiar rather because it's a feminine shoe meant to compliment the looks of a lady.
Well historically heels were originally made for men so it'd be kind of accurate. But considering how painful those look, I don't why men or women would want to wear them.
