These are called cotton pills or pilling. Fabric stores sell a device that is like an electric razor which will remove these little fragments but when this happens, your garment is usually at the end of its useful life.

If they are not part of the pants. You could try shipping tape. Make it into a loop around your hand and roll it over the lint.
