Money. That, because by definition, men, are bigger. They have bigger hips, broader shoulders and are overall just simply bigger than women (with exceptions of course). This then says to designers or clothing makers, uh oh, that means we'll need more material, to fit bigger bodies. So, they say "ya know, we'll just cater to women, instead, that way we'll save money, and jack up the price on it, just to not only rip off the customer, but, just to be an asshole". That's mainly why you see so many more ads towards women, is that they're trying to fool them in to buying clothing, they really shouldn't buy, because it's likely not as high as it actually is.
I think it's money. We could certainly uncondition ourselves to stop thinking that there's gender specific clothing, but, we can't, control the price of clothing, unless of course, we became store owners, ourselves
