Is it considered makeup if I only use translucent powder?

Why do you care? There's no bonus for not using makeup. Suit yourself. The one thing I would suggest is using some sort of sunscreen if you are going to be exposed for any extended period. Sun-damaged skin is not attractive.

@On_cloud_wine I'm not a fan of heavy makeup. I know many women who look fine without it.

well makeup a lot of the time is used to cover up something so if your doing it for that purpose yes and if its translucent tf is the point of putting it on-
