I said yes because the question said "can". Yes, men can have them. I think society is still at the point where it wouldn't be accepting of a man carrying a woman's purse. But, I don't like stuff in my pockets and so there are days when I wish I had something smaller than a briefcase that wasn't a backpack or courier bag.

In most of the world there are no laws against men having or carrying purses. For a while in the US the "Messenger Bag" was popular. Today mostly I see men with backpacks.
