Why does she have to transition to a bikini? Nothing wrong with modest shorts nor one pieces.

Women make no sense sometimes. They feel that if their friends are wearing crop tops or bikinis then they have to too in order to "fit in". That's moronic. They should wear whatever they want to wear and shouldn't be pressured to wear stuff they don't truly want to.

At whatever age the girl is comfortable doing so. (And, usually, the parents seem to want to have a say which is absurd, but whatever.) It's also okay if a girl doesn't want to transition from swim shorts to a bikini and wear a one piece or swim shorts and a rasher or whatever. Her body, her clothes.

A more sporty style bikini without cleavage would be appropriate for a girl to wear. It’s sad but very realistic to worry about men being creepy.

Depending on your comfort level. Friends of mine started wearing them at 14-15. They were ones from victoria secret and padded. Tie side bottoms.
