What makes an outfit complete?

Umm... it depends on what style (s) you wish to adorn yourself with or what you might wish to blend together; sometimes, what's more so practical than fancy, and maybe whether or not the outfit might suit the activity, event, etc. There are many factors that go into choosing an outfit. The aforementioned factors are only some considerations not accounting for who the onlookers are, how much budget for a wardrobe might cost, daily transport type, material adaptability, etc.
For example, if the style is Western Cowboy then key items that may distinguish a Cowboy or Cowgirl may depend on wearing a cowhide hat, similar make of boots, etc. though this is not a 'hard-and-fast' rule amongst American Cow Herders and or people who work on farmland, the demographic can lend itself to adding accessories such as neck scarves, suspenders, etc. Such an outfit is more so appropriate for persons who participate in specific country events or even what is categorized as 'rural' insofar as possibly derbies, horse shows, etc. Might be the case that a hat is necessary if and when the event is going to be long and if there is a lot of sunlight. Indoor events don't usually necessitate the bringing of a hat but it never hurts to wear one anyway and take it off as one enters any place (such as a diner, gas station, etc.).
If the wearer is someone who lives in a specific state or is new to a state, then there is the added concern that certain words or phrases or symbols, or colors might invite unwelcome confrontations. As a rule of thumb, it's best to try and wear most of what the locals wear and to also be aware that specific colors, accessories, etc. might mean something to certain groups of people. Although it's nearly impossible to appease everyone, it's usually a good idea not to be too daring—unless one is certain that what they are wearing is unlikely to enrage others or spark a fight. I usually stick to clothes that are solid and opaque; meaning the colors aren't usually see-through and uniformly 1 color. Most often people aren't going to stop and stare, really, and sometimes that's a good thing. Getting stared down is concerning, however, if a compliment or a 2nd look over is what you're after, a cute handbag, hat, etc. can work fine.
T-shirts with expletives might be best worn at concerts, house parties, etc. where maybe the band shouts similar words and the persons are likely to be friends known to you who have a similar humor.
As another added example, let's say it's the height of summer in the US and one wants to go to a house party; it's a lot more helpful to wear a t-shirt or tank top with a trite saying made of cotton and sneakers—canvas flats, or sandals—because most synthetic clothing, like polyester, isn't a breathable fabric and would likely give the sensation of the wearer of feeling uncomfortably stuffy. Because cotton is readily available in the US, it is not hard to find a cotton garment at cheaper prices than in other parts of the world. Buying clothing 'in-season' usually curtails the requirement to have to think too hard about what to wear for a particular season, however, this needn't be the case if one knows their fabrics well.
The bullet points got me 🔥
Hats should only be worn outdoors, so an outfit shouldn't require a hat to be "complete," but I agree with shoes.
I can understand watches or bracelets, and necklaces in some cases, but otherwise jewelry shouldn't be required for "completion," either.
Agree with you on jackets, jewelry, and shoes.
Not all at once of course, but other items include scarves, ties, pocket squares, belts, cuff links.
I love scarves!
These are amazing 😍 But since they are so expensive, I wear some cheaper scarves, also made of nice silk 😄 I like bold colors, those can make even the simplest outfit stand out.

I agree, depends on what you're wearing but jewelry for sure, and not overdoing it! If I wear a nice necklace that is larger I usually wear no earrings or super super dainty ones. Never been a hat person but I do like the ones like in the pic you posted
Overdoing it can look tacky. Subtle jewels look very classy!
Accessories 🙂 I like hats! And the time when women used to wear gloves and jewelry to make their looks complete.
I hav always adored the white gloves, but it seems extra to go shopping like that 🥺
I own one pair of vintage gloves from the 1950s but I only wore them for a photo shoot so far. They seem like a nice accessory for some cultural events. I have to think of something 😄 True.
Cruises and expensive restaurants woukd be appropriate
That's for sure 😊 But back in the day many women wore these beautiful dresses and gloves daily. We only live once so sometimes I just don't care and wear what I like without a special occassion 🥰
A sexy, revealing (open toed, etc.) pair of shoes.
I c, a foot guy
U make me not to wear heels anymore 😂 jk
A cape. Think about it... nobody wears capes anymore. If you see a guy in a cape I think..."this guy's a go getter".
Let me c u on the streets with one
Technically one pieces. Since you're not having to pick out two different pieces, and see if they match well. But, men don't do that, right? We don't wear dresses
Interesting. I try and switch it up every now and then by putting a shirt over a dress to make layers.
for me, def the right shoes
Shoes and accessories (a handbag and/or jewelry)
for me personally, choker bracelets fingerless gloves makeup and my fanny pack
I think jackets, jewelry and shoes can really complete an outfit. Don’t usually wear hats unless it’s cold out.
Black hose, and elegant high heels...
