Is this in picture a top like outer? or under wear? if outer should I let my 9 year old (long before puberty) wear her friend's one as outer?

my question refers to this for adult

and this same style for 9 year old. i stalled her by saying "try it on" so she tried it on and wanted to wear it outdoors now summer break? what would you say/ do if you were the father.

would you buy this for a nine year old girl. really, they make them her size.

allow her to actually get it with the stipulation it cannot be worn outside alone but with a tee over it. tell her you are going to give her these two choices, get it and wear it with a shirt over it when outside or dont get it. goodluck

I see it as no different for them to wear it the same as a bikini top for kids. Perhaps try to explain a smidge about appropriate clothing (such as "you wouldn't wear a dress to go swimming" etc.
