Are these tops inappropriate for a 16-year-old to be wearing? Are they too low cut?

Depents how your parents veiw them, if you like them and your parents veiw them ok than no. For me as a parent would I let you wear them
The first one maybe, depends on where you go.
The second one no its not that low if you like go for it.
The third one its not low cut but I would tell you not to wear it because of the color and design. You change the mainly the color and design a little then go for it.

Realistically 16 year olds can wear what they like (within reason of course) but then I would advice caution as well because a lot of bad people see clothing like that and assume it to be an automatic invite to start trying something with those 16 year olds. Not saying the clothing is bad or ill advised, I'm just advising caution.

I actually like these a lot (especially the first and third). But --- I'm 21. IMHO I think they'd be more appropriate for you to wear when you're 18.
